UNITED FLORIDA FOOTBALL LEAGUE 


The United Florida Football League is a self sustaining level of adult football that allows players to develope their skills or simply participate for the love of the game. Although we market it as a semi pro league, it is recognized as an amateur league and a developmental league for colleges and the pros. This type of insight and vision is consistent with the entire structure of the UFFL.

UFFL MISSION STATEMENT

It is the mission of the UFFL to provide our fans with the most exciting and safe sporting environment possible at the best value for their dollar. Our program is dedicated to being competitive and giving our fans a fun and exciting experience at all times. This will be established inside a safe and secure facility making this a great event for the whole family!

The UFFL is also dedicated to being a developmental program to our players. It is our goal to help all members of our program advance to the level by promoting our players so they can reach their respected goals. Whether they are players out of High School still wishing to reach a strong college program or a past college athlete trying to reach the professional levels, it is our goal to help them get there by working with scouting departments to give them their deserved opportunity.

The UFFL maintains contact with the JUCCO, NCAA, AFL, AFL2, Indoor League and NFL Recruiters to assist exceptionally talented players in reaching their goal

                                                         LEAGUE STANDARDS

The board members will determine that all teams conform to the minimum standards.

Section II The minimum standards are the very minimum that is required by the UFFL. Teams are encouraged to go beyond these standards.

Section III Facilities/Game Field/Game Staff/Equipment
Documentation: Prior to a new teams acceptance into the UFFL and at renewal time for veteran teams, owners MUST provide a copy of the contract confirming game field reservation which insures not only use of the facility but also the availability of the services listed below that pertains directly to the field.
1. American flag at least 3' X 5' displayed
2. National Anthem Played
a. Players are to be lined up on the sideline, helmet under left arm
3. Field Markings/Equipment/Field Staff
a. Lines marked at intervals of 5 yards and a width of 3 inches
b. Hash marks on every 5 yard line in line with goal post uprights
c. Extra point line 2 yards from the goal line
d. Coaches/players box lined
e. Four (4) corner pylons in each end zone
f. 10 yard sideline markers on both sides of the field
g. Protective goal post pads on ground to cross bar posts
h. Regulation down and distance indicator and chains
i. Chain crew must be 16 years of age or older and refrain from comments
j. Two (2) ball boys 14 years old
k. Two (2) Sideline benches 10' long on each side of the field
l. Field lights-For teams playing night games lights must be inspected by Commissioner or UFFL Rep.
m. Scoreboard -visible for both teams
1. Scores
2. Time Clock
n. Goal Posts - High School, College or Professional
o. Field/Fan Separation - restraining fence or track
p. Public Address System
1. Officials are to be equipped with on field microphone system
q. Announcer – Must have team rosters for player identification during his broadcast. Roster should be obtained by meeting with the visiting owner and also reviewing name pronunciation, by the field manager, or by logging on to the visiting teams web site and obtaining the roster via computer prior to the game. Remarks such as schedule, upcoming games, league standings, concession and sales information, honored guests, etc. are part of the program recommended.
Cheerleading and supplying information which would assist either team is unacceptable.
r. Press Box/Protocol - If available, limited to announcer, spotters, film crew and guests of owner.
Conduct - no cheering or loud noise to interfere with spotters
s. Concession Stand - if not available, tables set up for sale of goods
t. Rest Rooms
u. Water, Ice and coolers or containers are to be provided by each individual team. .
A water source must be accessible for visitors
v. Dressing Rooms/Showers - for visinting teams and officials
Provided by host team in one of the following manners:
1. All facilities on site. OR….
2. If facilities not on site: Home teams will be provide $200.00 to the visiting team for rental of
hotel rooms for dressing and showering and $50.00 for one room for officials. Funds to be paid to visiting team and officials the week pior to the game to permit advance reservations.
A. By mutual agreement teams and officials association may opt to waive shower/dressing compensation but Commissioner must receive agreement in writing by both teams and for the officials by the Supervisor of Officials.
B. Teams not having showers/dressing on site will be confirmed by Commissioners. and all teams will be made aware prior to season.
C. It is the responsibility of the host to inspect with the visiting owner those facilities
utilized by the visiting team to insure security of belongings upon leaving rooms,
opening room for arrival and at half time in a timely fashion, and to insure no items
owned by the host or field owner is exposed to theft. Suggested that each owner
provide for host to sign a document noting condition of room and notations of pre
existing problems. Alleged damages and thefts are handled owner to owner.
D. Officials are to be provided a half time meeting area and liquid refreshments
.w. Stands for fans on each side of the field
x. Host team will provide three (3) Wilson UFFL or Wilson NFL game balls for inspection by the
officials.
y. Music - Family acceptable with no profanity and not to promote violence
z. Admission Gate Personnel
1. Manned at all times
2. Must be at least 18 years old
3. No Alcohol permitted to be brought into the stadium by fans.
4. Intoxicated fans not admitted
z2. Team Web Site – Mandatory by Set 1and must include league required information especially
updated rosters
z3. Sideline vests for chain crew
z4. Video /or filming of the game must be done and all owners are mandated to participate in a film
exchange when requested.

Section IV Security
1. Two (2 ) uniformed certified law enforcement personnel
a. Placement
1. Pre-Game
a. One (1) posted at entry gate until midway through first quarter
b. One (1) visible to both sides of field until game starts then posted at home team sideline
2. Post Game
a. One (1) remains on field until field is deemed secure, then proceeds to parking lot until released by owner
c. One (1) escorts officials to their vehicle and remains in parking lot until released by owner
2. Coaches and Owners remain present on field until secure

Section V Medical Personnel / Emergency Medical Plan
1. Team Trainer at all games
2 Certified Medical Personnel -Must be at all games
Qualifications
a. Basic First Aid/CPR
b. EMT
c. Paramedic
3. If a hospital is located within one (1) mile of field, on field medical personnel may not be required.

Section VI Emergency Medical Procedure - A written Emergency Medical Procedure must be on file with the league office prior to he first game.

Section VII Player ID Books – Is the responsibility of the home team field manager to arrange at game site according to the UFFL pre-game time schedule
1. ID book to be maintained for the entire regular season schedule
1. Photo of all player (head and shoulder in game jersey)
2. Placed in book in numerical order
3. Players names and numbers printed next to photo
4. Game dates listed with area for initialing purposes
5. If a player is not present initialing area must be crossed out
6. Number changes or team additions-to be located at the back of the book
7. Teams to be lined up numerically for check in at 6:45 PM.
8. Original books to be mailed via PRIORITY mail to league office with delivery confirmation dated the Monday following the last game to: ELAIN ORTIZ, Commissioner, 184 Stillwater court, Marco Island Fl 34145
9. A copy must be kept by each owner in the event the original is lost in the mail.

Section VIII - Liability Insurance
1. Required
2. Copy to be on file at the leagues office prior to he first game
3. No games to be played without proof of liability insurance
4. League to be listed as a co-insured

Section IX – Field Management
1. Required
2. Must be free of all other duties and cannot be a player or coach.
3. Identified to officials, security, announcer and visiting owner and available via cell phone to respond to any and all problems related to game management, security and the health and well fare of everyone in the facility.
4. Game entertainment/performances are to be reviewed by the field manager before contracting the organization to perform. Music must be family oriented, void of foul language and mention of sex and violence. Performers attire must be void of explicit attire. Routines are to be void of explicit and family offensive movement.
5. Sideline Control – A person(s) responsible for sideline control is to be identified by the wearing of a lime green cap supplied by the UFFL. Officials will interact with this person on all matters regarding sideline control and behavior.

Section X – Communications
1. Each organization must have a web site linked to the league site.
2. Each organization must provide the Commissioner with updated communications information as they change for inclusion on the UFFL Communications Sheet.
