In consideration of being allowed to participate in any way in the/TITANS BASEBALL CLUB INC athletics/sports program, related events and activities, the undersigned acknowledges, appreciates, and agrees that:  
The risk of injury from the activities involved in the program is significant, including the potential for permanent paralysis and death, and while particular rules, equipment, and personal discipline may reduce the risk, the risk of serious injury does exist and,

Clash of the Titans Christmas Tournament

Sponsored by: Tamiami Youth Baseball and Team Miami

TOURNAMENT RULES and REGULATIONS

(Revised December 2008) 

The playing rules for the Clash of the Titans are the same as PONY LEAGUE BASEBALL except those rules and regulations in the Special Section. 

           Section 1 - AGE DIVISIONS

  1. The following are the official age categories

          7&8 UNDER (Coach Pitch)

           8U KIDS PITCH

    9 &10 UNDER (MUSTANG)     

    11u / 12 UNDER (BRONCO)

    13 & UNDER / 14 & UNDER

    16 & UNDER (JV)

    18 & UNDER (VARSITY)        

  1. The player’s age on May 1st, 2009
 
 

    Section 2 - Roster and Documentation

    1. All teams MUST be PAID IN FULL prior to FIRST game!
    2. Each team must complete and submit the Roster with no less than 9 and no more than 15 players.  Players may not be added to the roster after the team’s first game.
    3. Copies of birth certificates, passport or resident alien cards are required for all players on the roster, and must be on hand through out the tournament.
    4. Parental signatures Authorization/Release for each player must be completed, signed by parent or legal guardian and the original turned in as the OFFICIAL form.
    5. Team roster and Authorization/Release forms must be turned in prior to team’s FIRST game!
    6. RAIN OUTS REFUNDS: Full refund if no game has begun; ½ refund if 1st game is started; and NO refund once 2nd game begins. If tournament is cancelled a $50 will be charged for tournament fees and cost per team.
    7. If rain occurs tournament director will/shall eliminate 3rd game guarantee and make tournament into 2 game guarantees. or make tournament a shot gun double elimination tournament to complete tourney. Tournament director has the right to choose best option to finish tournament.

    Section 3 – Playing Field

    1. Distance between the bases:

     7  & 8 Under  60’

          8 & Under   60’

    Section 4 – Pitching Regulations

    1. There are no inning limitations on pitching.  Each Coach is responsible for his pitchers.
 
    1. If a pitcher is changed to a defensive position or removed from line-up he may not return to pitch in THAT game.
 
 

    Section 5 – Regulation and Official Game

    1. A regulation game consists of six (6) innings in 7&8U, 8U, 9-10U, and 11-12U DIVISIONS; and seven (7) innings in the 13U, 14U, JV, and Varsity Divisions.
 

      a) When a regulation game is tied, extra innings shall be played until a WINNER is declared or the time limit has expired.  Tie games must be completed in the Championship Round. 

      b) All games, including the Championship games, will be played with a run rule: ALL DIVISIONS EXCEPT 7&8 CP SEE SPECIAL RULES

      20 run after 1st inning

      12 run after 3rd inning

      10 run after 4th inning

        8 run after 5th inning

    1. Official Game

      

      a) A game is official if it is suspended for any reason after 2 ½ -3 innings have been played in the 7&8U, 8U, 9-10U, and 11-12U Divisions; or after 3 ½-4 innings in the 13U, 14U, JV, and Varsity Divisions. 

    b) If a game is suspended for any reason before becoming an Official Game, it             shall continue from the point of curtailment as a make-up suspended game. 

    1. Time Limits

    **All games (EXCEPT the Championship Game) will have time limits** 

      1. Time limit for the 7&8U Modified Coach Pitch is ONE HOUR and FIFTEEN minutes (1:15)
      2. Time limit for 8U KIDS PITCH is 1 hour and 30 mins.
      3. Time limit for 9-10U, 11-12U is ONE HOUR and FORTY-FIVE minutes (1:45)
      4. Time limit for 13U, 14U, JV, and Varsity is ONE HOUR and FIFTY minutes (1:50)
 
 

    Section 6 – Protest and Forfeits

    1. Protest may be made on rules infractions only, not on judgment calls by the umpires.
 
      1. The Competition Committee shall make all FINAL determinations on any protest.
 
      1. A protest requires a $100 Fee in CASH ONLY.  If the protest is upheld the fee will be refunded immediately.  If the protest is denied the fee is forfeited.
 
      1. Challenging the age of a player is considered a PROTEST and requires the FEE.
 
      1. All protest must be made to the UMPIRE-IN-CHIEF prior to the next pitch or attempted play.
 
      1. The Competition Committee shall rule on the protest prior to play continuing.

    1. Forfeits
 
      1. Any team that loses a game by FORFEIT shall be withdrawn from the tournament without claim or refund.
      2. Forfeit time is TEN (10) minutes after the scheduled start time of the game.
 
 

      Section 7 – Special Rules

    1. A runner for the catcher must be used with two (2) outs.  The runner shall be his team’s last out.  If the last is the pitcher, then the first out of the inning shall run.
 
    1. The batters and runners must use double earflap helmets at all times.  There is no penalty.
 
    1. All teams must be in complete uniforms.  This includes socks, shirt, pants, and caps.  Manager and coaches must wear cap and shirt.
 
    1. Metal Cleats are permitted only in the 11U, 12U, 13U, 14U, JV, and Varsity DIVISIONS.
 
    1. The GAME SHEET must be completed prior to each game.  All players and substitutes must be listed.
 
    1. The catcher must use a mask and catcher helmet at all times, including pitcher warm-ups.
 
    1. Wood and Metal bats may be used.  All other rules on bats are the same as in the Official Major League Baseball Rules.
 
    1. The RE-ENTRY RULE shall be used.  This is only for the starting players and they must re-enter into the same position in the batting order.  The player re-entering may play a different defensive position.
 
    1. In a situation which a team does not have an eligible substitute for a player that becomes ill or is injured, the last player removed from the line-up may re-enter the game without penalty.  A team may finish a game with 8 players.  The position in the line-up for the player that is not playing (the 9th player) shall be consider an automatic out.
 
    1. In the 8u Div only: There will be no leads. the runner can only steal when ball crosses plate. A runner on 3rd can only score when ball is put into play. EXAMPLE: man on 1st and 3d runner on 1st steals 2nd runner on 3rd cannot score. example #2: runner on 2nd steals 3rd catcher throws ball into left field runner cannot score.

    1. An extra hitter may be used.  This is an extra hitter in the line-up.  The extra hitter may enter the game on defense and the player leaving the field becomes the extra hitter.  You may change the EH every inning and have a different player as the EH. But the batting order stays the same.
 
    1. Slide rule MANDATORY!! If a runner makes contact with a fielder on a base, he MUST slide.  Players advancing to second with intent to break-up double play must slide directly into the bag.  All calls regarding rough play, sliding, etc., shall be judgment calls of the umpires.  PENALTY on the runner is that he is OUT and the ball is DEAD! All runners must return to the last base they legally had possession of prior to the infraction.
 
    1. Baseballs: Each team must provide 1 NEW baseball and 1 GOOD USED baseball per game.  Additional baseballs maybe be required during the game.  All baseballs must be “Cushioned Cork Center” and shall be approved for tournament play by Pony League, Little League, Babe Ruth, or NFHS.  Cork and rubber center baseballs are NOT PERMITTED!
 
 
 

      Section 8 – 7&8U Coach Pitch

      1. In the 7&8U eleven (11) players may play on defense.
 
      1. In 7& 8cp all players bat in the batting order.  There shall be free defensive substitution.  If a team had more players than the other team, they may elect to bat the same number of players as the opponent.  The other player(s) are then treated as regular substitutes.  **Only those players in the batting order may be substituted for freely*
 
      1. In the 7&8u (cp) division once the ball is thrown into the pitcher’s circle area or when an infielder with possession of the ball call time-out (in the infield), the ball is dead and all runners must return to the nearest base. There will be a line between 1st and 2nd and 2nd and 3rd runners passed the lines will be awarded next base when infielder calls time out in the infield (inside the bases) as well as a line going from 3rd to home. this will all be umpires judgement.

      1. Pitches
        1. In the 7&8u a batter shall receive a maximum of 5 pitches.The batter is out with 3 strikes or after the 5th pitch. Batter stays alive with a foul ball on 5th pitch.etc…
 
      1. In the 7&8u the inning is over when:
        1. The defensive team gets three (3) OUTS.
        2. The offensive team scores five (5) runs.
        3. The team losing can score 5runs + 5 runs
        4. EXCEPTION: the last inning is OPEN.  The defensive team must make the three (3) outs to end the inning.
 

    Section 9 – Seeding and Tie-breaker format

      1. All teams will play 2 seeding games.  After completing pool play, all qualifying teams will be seeded in the championship round.
 
      1. Seeding is determined by each team’s win/loss record within their pool/group.
 
      1. Teams with identical win/loss record within their pool/group will be seeded following the below listed tie-breaker system:
 
        1. FIRST: Winner of head-to-head competition is higher seed.  If all teams with same win/loss record did not face each other the you go to the next step B.
        2. SECOND: Run differential (maximum of 7 runs per game).
        3. THIRD: Team with the least number of runs allowed is higher seed.
        4. FOURTH: Team with the most runs scored is higher seed.
        5. FIFTH: If teams are still tied, then a coin toss will determine the higher seed.
 
      1. WILD CARD: team(s) if any shall be seeded following the same format as above.

Section 10 – Pre-game

    1. A flip of a coin determines the home team.  The 3rd base dugout is the home dugout.  In the Championship Round (Quarter-finals, Semi-finals, or Championship Game) the higher seed is the Home Team.
 
    1. Teams will not be permitted to take batting practice or infield practice on the playing field.
