The 2023 SESBL Annual General Meeting took place on Monday, April 17 at Tapps in Yorkton. In attendance was Greg Andreychuk (Canora Supers and league President), Colby Parachoniak and Logan Parachoniak (Yorkton Marlins), Mark Jacobs (Parkland Pirates), Tyrel Thorpe (Langenburg Legends) and Warren Burrell (Parkland Umpires Association). 

The Grandview Lakers and Roblin Stars did not have representation at the meeting. Since this will now be Grandview's second consecutive year not participating in the league, they are no longer members, and will have to reapply in the future as an expansion team. The Roblin Stars have requested a one year leave of absence. This means they may return in 2024 without losing their status. The Yorkton Marlins are now full time members as they have completed two consecutive seasons

There will be four teams in 2023. Canora Supers, Langenburg Legends, Yorkton Marlins and Parkland Pirates. Each team will play a double home and home series with each other for a 12 game regular season. The first round of playoffs will start on July 10 and finish by July 17 in a best of three series. The #1 seed will play the #4 seed, with #2 playing #3 in the other series. The higher seed will get the extra home game if needed. The finals will start July 19 and be finished in a reasonable timeline, but hopefully before the end of July.  To qualify for playoffs, each player must make an appearance in three games. 

Several topics will be added to the league constitution, as it was noted that several topics were missing. This includes adding the Shohei Ohtani rule, players must get a release from their original team if they wish to move to a different team within the league (after making an appearance with the first team). Tie breaking procedures, runner for catcher to be clean shirt or last out in regular season, but only last out in playoffs.  Injury exemption for players must include a doctors note to receive credit for games played during their absence.
